What Is the PASSPORT Waiver?

PASSPORT is Ohio's Medicaid home and community-based services waiver, designed to help eligible older adults receive care at home, in an adult day program, or in certain community settings instead of being placed in a nursing facility. It's aimed specifically at people who qualify for a nursing-facility level of care but want to remain in a less institutional setting. Eligibility involves both a financial test (income and asset limits) and a functional/medical test (needing that level of care), and enrollment isn't instant -- the application and assessment process takes real time.
